POSC 385 - Public Personnel Management and Labor Relations

Public personnel management and labor relations. Merit system, employee rights and responsibilities, equal employment, sexual harassment, disabilities (ADA), classification and performance evaluation, hiring and selection process, public sector labor negotiations. 

Possible Instructional Methods: On-ground.
Grading: A-F or CR/NC (student choice).

Student Learning Outcomes - Upon successful completion of this course students will be able to:
  1. Students will develop a basic understanding of the broad scope of issues and activities in the field of public personnel management and public sector labor relations.
  2. Students will learn to analyze human resources using three levels of analysis: the organization, the position, and the individual.
  3. Students will analyze complex questions confronting the field of public personnel management and apply the knowledge learned in real world situations in the public sector, non-profits agencies.  
  4. Students will also learn to work in teams to produce a group project, resolve conflicts, and conduct mock labor negotiations, and participate in group evaluation of one another’s participation.
